State Vs. Local government
To best describe the USA is schizophrenic each state is a little government that controls itself and all those states make up the US. Each state has its own elections for their local government having their governor, mayor, departments, and federal representatives. Mayors run their cities and make decisions based on the public opinion voiced in city council meetings like the states legislative branch. The governor takes any law proposals made and enforces them like the states executive branch, the state's courts are the local Judicial branch. Since states can have things legalized based on local vote a freedom can be legal their but still be illegal in the federal government in cases like this federal law trumps state law.
