Congress
Congress is bicameral, meaning two chambers, these chambers being the Senate and The House of Representatives. The two chambers include representatives from each state who are voted upon. The main part of this branch is they make the laws.
Bill to Law
A law is proposed to the House by being read aloud then is sent to the committee for review, if the committee says ok it is sent and debated on appropriate changes are made and is voted on then sent to the senate same process is done in the senate and if agreed upon it is sent to the president for ratification.
Rules and Regulation
CAN: override presidential veto, coin money, lay and collect taxes, borrow money on credit, regulate trade with other nations, establish citizenship laws, provide punishment for counterfeiting money, establish post offices, control patent claims, define punishment for Pirates, declare war, raise military support, call fourth militias to execute laws, and to make laws

CAN NOT: can not import slaves, no right to habeas corpus, cannot inflict punishment without trial, taxation is the same for all ports, and no nobility establishment.
